Funding for healthcare in Estonia is principally through a national health insurance system, which came into effect in the 1990s. Healthcare is supposed to be available free under it, but funding has never matched demand, and patient payments for services remain common.
In 2012, the Estonian market for medical equipment and supplies is estimated at US$121.7 million, or US$91 per capita. Growth in the market has generally been erratic, with the small size limiting scope for purchase of more expensive items.
More than 80% of the medical device market is supplied by imports, principally from western suppliers. There is a small domestic production sector, but this tends to concentrate on exports, to the former USSR and increasingly to Western Europe.
Medical import growth in US dollar terms has been uneven in recent years. It slowed to 2.2% in 2011, reaching US$103.5 million. A slightly higher growth of 2.6% was recorded in 2010. A fall of 12.0% was registered in 2009, when the economic crisis took its toll, with diagnostic equipment and dental products especially hard hit. The 2007-11 CAGR was 2.2%. Imports more than doubled between 2001 and 2006.
